Accusing the Centre of taking unilateral decisions on internal security without consulting states, Gujarat Chief Minister Narendra Modi today said this can create a "serious crisis".
"There is lack of confidence between the state and the Centre which is not good for internal security. This lack of confidence can create a serious crisis. I have asked the Prime Minister to stop unilateral activities of the Centre," Modi said while alluding to Centre's proposal to set up NCTC and bring amendments in BSF and RPF Act.
''Unless such unilateral activities are stopped, "this confidence building seems difficult, he said.
Expressing concern over shortage of arms and ammunitions made available to the states, Modi said he has urged the Prime Minister to make a policy and prepare a scheme for clearing backlog of arms and ammunitions.
"I thought it was happening only with my state. Now the defence forces are also saying this. This is a matter of serious concern for the country. We are not getting sufficient quantity of arms and ammunition for practice of our police personnel even when states are ready to pay for the budget," he said.
"I have urged Prime Minister to make a policy and prepare a scheme for clearing backlog of arms and ammunitions. If need be, import arms and ammunition," he said.
Stating that internal security should not be seen in an isolated way, Modi also criticised the Centre for not including the contribution of states in action taken report sent to him ahead of the conference of chief ministers on internal security.
Modi said the recent happenings in defence forces have created a discontent between the civil authorities and the armed forces.
"Our defence forces are demoralised the way the controversies are going on for the past month or so," he said.
"It can have an impact on internal security also. This can cause a big damage. This is a serious issue".
Drawing attention towards some elements who are running away from the country after committing crimes, Modi said there should be coordination between security agencies and external affairs ministry and a comprehensive strategy in this regard.
Modi, Patnaik meet Jayalalithaa
Against the backdrop of states' opposition to the NCTC and proposed amendments to the BSF Act, Odisha CM Naveen Patnaik and Modi met their Tamil Nadu counterpart J Jayalalithaa here.
After attending the conference, Patnaik and Modi went to the Tamil Nadu Bhawan to hold separate meetings with the Tamil Nadu chief minister.
Punjab Chief Minister Parkash Singh Badal is also expected to reach the Tamil Nadu Bhawan.
The meeting assumes significance as non-Congress governments in states were opposing the creation of a counter terrorism centre and proposed amendments to the BSF Act, maintaining that the two infringe upon the states' rights in a federal set up.
